Project Overview

As part of a critical infrastructure modernisation programme, the SCADA system and data transmission network (DTN) for the Upper Chirchik Hydraulic Structure (UCHS) were designed and commissioned — taking into account the specific characteristics of hydraulic engineering facilities and the need for real-time long-distance telemetry data transfer.

To ensure reliable communication across challenging terrain and remote facilities, a data transmission architecture based on professional ICOM IC-F420 radios was selected — guaranteeing system autonomy and resilience to external factors without dependence on public networks.

Tasks Addressed
  • Deployment of the Mikro&SYS SCADA system: real-time collection, archiving and graphical display of data from water level sensors, gates and hydro-monitoring stations;
  • Establishment of a radio channel based on ICOM IC-F420 — fully autonomous, independent of the internet and public mobile operators;
  • Configuration of end-to-end data transmission to the CDC BWO "Syrdarya" (Tashkent) and the local dispatch centre (Chirchik);
  • Real-time parameter monitoring: water levels and flow rates, gate positions, alarm signals with immediate notification to the on-duty dispatcher;
  • Commissioning of the system for continuous operation: start-up and adjustment works, staff training, technical documentation.
Key Implementation Benefits
  • Autonomy: the ICOM radio channel is independent of mobile operators — the system operates under any conditions and weather;
  • Unified network: integration of remote UCHS facilities into the shared BWO "Syrdarya" dispatching network;
  • Risk reduction: prompt notification of emergencies minimises the likelihood of accidents at the hydraulic structure;
  • 24/7 monitoring: continuous monitoring of hydraulic engineering facilities on the Chirchik River without permanent on-site staffing.
Equipment & Software
  • SCADA: Mikro&SYS — visualisation, archiving, reporting;
  • Communication channel: professional ICOM IC-F420 radios;
  • Dispatch centres: CDC BWO "Syrdarya" (Tashkent) + DC (Chirchik).
